The globalization of markets and information has had an immediate effect, inter alia, on the access to legal knowledge and information through what are commonly called “open data”. The World Semantic Web has made enormous changes to the way data (and metadata) of legal information are interconnected and handled, enabling its effortless, fast and reliable digital codification. Unfortunately, the codification of the legislation in Greece is still in an “infant” stage and is far from corresponding to world or even European standards. The pre-announced codification of the legislation concerning the field of Education, has never been materialized, and as a result, teachers – directly concerned with the protection of rights arising from the recognition of their prior service – have no easy or immediate access to relevant legislation. The same is true of the administrative staff assigned to the respective tasks. The purpose of this paper is, first of all, the investigation of the current situation and the developments at a national as well as an international level and the presentation of the existing providers of digitally codified legal information in our country. Secondly, it aims at making a comprehensive proposal on how digital codification should be implemented, the material that is to be included and the research opportunities it will provide users with, through the expected National Portal for Codification and Reform. To achieve these goals, empirical research was needed in order to discover the perceptions of educators and administrators concerning digital codification. The study involved 5 teachers and 5 administrators. The results of the research have shown the need for a digital platform for a codified legislation, with particular emphasis on indexing different types of prior service in Education. Their suggestions provided valuable input to our digital codification proposal.
