Ο θεσμός της διαδικτυακής διαβούλευσης και ο αντίκτυπος της σε εκδοχές εκπαιδευτικών μεταρρυθμίσεων – Η περίπτωση των νομοσχεδίων με τίτλο «Καθορισμός κριτηρίων πρόσληψης αναπληρωτών εκπαιδευτικών στην ΕΑΕ» και «Δημόσια Διαβούλευση για το σχέδιο νόμου Ειδική Αγωγή και Εκπαίδευση» (Master thesis)

The purpose of this work is to identify the key issues of the online consultation on education and what is the impact of the online consultation on educational reforms. The survey was qualitative and was done through the recording of data from two electronic consultations related to special education and with in-depth interviews. Evidence deriving from this research has shown that although there is a particular interest in digital consultation, this process needs several improvements due to some problems that have appeared, such as the misuse of the freedom of access into those discussions. A possible proposal would be to operate a digital platform where participation will be certified by the identity or similar documentation. There will also be moderation. Finally, there may be a report at the end of the process which will summarize the content of the consultation process and of the proposals made have been included in the legislation.

| Abstract: | Σκοπός αυτής της εργασίας είναι να συμβάλλει στην προσπάθεια ανίχνευσης των επικρατουσών τάσεων σχετικά με τη διερεύνηση των προτάσεων στη διαδικτυακή διαβούλευση για την εκπαίδευση και ποια είναι η επίδραση της διαδικτυακής διαβούλευσης στην εκπαιδευτική μεταρρύθμιση. Η έρευνα ήταν ποιοτική και έγινε μέσω της καταγραφής των δεδομένων από δύο ηλεκτρονικές διαβουλεύσεις που σχετίζονται με την ειδική αγωγή καθώς και με συνεντεύξεις. Από αυτήν, λοιπόν, την έρευνα που έγινε προέκυψε ότι, αν και υπάρχει ιδιαίτερο ενδιαφέρον για την ψηφιακή διαβούλευση, σίγουρα χρήζει βελτίωσης λόγω κάποιων προβλημάτων που αναδύθηκαν από την έρευνα, όπως είναι τα φαινόμενα κακής χρήσης της ελευθερίας πρόσβασης σε αυτές τις συζητήσεις. Μια ενδεχόμενη πρόταση είναι η λειτουργία ψηφιακής πλατφόρμας, όπου η συμμετοχή θα πιστοποιείται με την ταυτότητα ή κάποιο παρόμοιο έγγραφο. Επίσης, μπορεί να υπάρχει moderation, που όμως δεν θα αφορά το περιεχόμενο των απόψεων, αλλά την περίπτωση του να μην υπάρχουν σχόλια που μειώνουν τους συνομιλητές ή και σχόλια που επαναλαμβάνονται συνεχώς. Τέλος, μπορεί να υπάρχει στο τέλος της διαδικασίας μια έκθεση που θα κάνει την περίληψη όσων προτάθηκαν, και κυρίως ποια από αυτά τα στοιχεία έχουν συμπεριληφθεί στην τελική νομοθεσία.
