The course of development and organization of the education services of Greece is parallel to the course of development of the Greek state itself. The two world wars, the Asia Minor disaster, the civil war, the dictatorships, the economic conditions of the past and sometimes the rapid rise, as well as various other factors have determined the development of education services. The Ministry of Education as the main provider of education with its policy on Lifelong Learning is responding to the modern needs of Greek society and giving way to the crisis. It is not just an attempt to adopt European developments in this area. Lifelong Learning responds to the need to continually improve, supplement and upgrade the knowledge, skills and abilities of individuals, and to continue their personal and professional development as well as their active adaptation to the rapidly changing social and professional environment. In a modern consumer society called "knowledge society" where technology evolves rapidly, individuals are invited to actively participate in "adult education" or "lifelong learning", to broaden their knowledge, skills and qualifications in order to respond to the needs of this modern society. Therefore, education in modern society is not only addressed to young people, but to all people regardless of age and position, and gender, from pre-school to post-retirement. Continuing teacher education is a priority to improve their training and, of course, to improve the quality and effectiveness of education, as there are constant changes in the education system and more and more needs are being developed in terms of qualifications and role teacher. The leader has the ability, through his administration, to shape a culture so as to motivate teachers to make the most of all opportunities, to participate in the organization and administration of the unit, to form a collaborative and collaborative climate (Jäppinen, 2017 ). The leader, then, is the person who with his knowledge, personality and skills can determine the organization of the unit, the way people communicate, and how to solve problems. The ultimate goal of all those involved is the effectiveness of the school.
