Abstract In the present-day modern era, many issues and concerns have arisen in relation to the decentralization of the administration of the Greek educational system. Within these contexts, it is necessary to develop and practice the educational tactics of the members of the education, which will follow the particular educational, social, geographic characteristics of their region. This particular reseach deals with the always pressing and important issue of implementing leadership and management in Education, with the importance of pre-school education people as factors that will shape internal tactics. An attempt is being made to investigate an issue that has not been studied in particular at least in Greece, while it has the ambition to be the cause and help to make more research efforts and new approaches. The diploma thesis incorporates the theoretical approach and the research approach. In the theoretical part, the concepts of leadership and management in general, but also in particular the education, capabilities and talents of the leader in education, the way in which education is organized and administered, how supervision is exercised, and finally the way in which administration is implemented in the Greek educational system. The research, on the other hand, is part of the qualitative research that was conducted through questions discussion method. They mention the views of the members of education at the prefecture stage about the Greek educational system, their activity at this level, their importance in shaping and practicing the internal educational policy, the extent to which the governing bodies education, and closing down what is being proposed to improve and upgrading their role. If one observes the conclusions and what is generally found in our research, he will see that there are several interesting points. This is because they come from their own views and from what people who have worked in education, within the prefecture, and who, with their work, have an impact on the educational reality of Greece. Through the survey, some important elements such as the lack of essential communication between people working in education within the county, the central administration, and more on issues of organizing and managing the education sector , that not all the abilities of people working in the educational field are exploited, that no initiatives are taken, that continuous training and gradual decentralization of the Greek pupils are required providing more powers to those who have the administration of education within the prefecture.
