The upgrading of the higher education is determined by the promotion of the institutional framework of the University’s, the upgrading of the human factor, the restructuring of the existing curricula and the logistic infrastructure, as well as the promotion of the evaluation procedures of the provided project (2000). Each institution is responsible for ensuring and improving the quality of its educational and research work as well as the efficient operation and performance of its services (Law 3374/2005, Vol. 4009/2011), according to the international practices of the European Higher Education Area) and the principles and guidelines of the Quality Assurance Authority. The development of a specific policy, strategy and procedures to improve the institution's internal quality assurance system, the coordination of support for its evaluation processes, as well as the support of procedures for external evaluation and data management processes, along with the systematic monitoring and dissemination of the results define the framework and prospects for the operation and development of the educational institution. Strategic planning as an action plan identifies the organization's entity, its purpose, the purposes it serves and its continued survival (Dhiwayo, 2006). Its goals direct the organization to fulfill mission and vision. The aim of this research is to highlight the role and importance of strategic planning for the course and future of Universities. We will present the mechanisms for measuring, comparing and improving their performance. Based on the data that emerges from the case study of strategic university plans (Universities of Aegean and Thessaly) in the Greek educational system, together with an exploratory approach of the views of members of their university community, we will attempt to outline the relationship between strategic planning and the quality assurance functions of a university institution. Finally, we will attempt to raise concerns about the sustainability and competitiveness of universities at national and international level
