Διερεύνηση των παραγόντων παρακίνησης ως εργαλείο επίδοσης στους οργανισμούς δημόσιας διοίκησης - η περίπτωση των υπαλλήλων στον Ενιαίο Φορέα Κοινωνικής Ασφάλισης (Master thesis)

The present work is an attempt to investigate and identify the factors of motivation and performance in the field of Public Administration. Specifically, the factors that increase the degree of motivation of employees in the Unified Social Insurance Organization established by Law 4338/2016 were investigated, as well as the factors that enhance their performance. The fragmented social security system, for the first time in the history of the institution in Greece, is merged and operates as a Unified Social Insurance Organization (EFKA) with uniform rules of benefits and pension rights to all insured. The merger also resulted in the functional coexistence of employees from different workplaces. The search for motivating factors to increase their performance and productivity of the newly formed organization, was the main idea and goal of this work. At the same time, in addition to the search for motivation and performance factors, an attempt was made to investigate their degree of importance between age and educational level groups as well as the degree of differentiation of the respondents' views in relation to the "age" and "educational level" factor. The results of the analysis showed, that the productivity performance of employees has not changed significantly in the years of operation of the new organization, remaining at satisfactory to high levels. On the contrary, the motivation in the new institution, showed from the answers of the participating employees, that the question still remains, since the statistical processing of the data showed that the motivation of the employees in the institution remains low at all age and educational levels. Therefore, the new organization (EFKA) does not seem, in the first three years of its operation, to work motivationally for its employees. An attempt was also made to analyze the views of employees on leadership issues and the characteristics of managers as motivators and performance factors, resulting in social characteristics such as taking responsibility and initiatives, crisis management, cooperation, support, in addition to formal qualifications. Finally, the analysis of the results showed that the age group of 56 and over, due to work experience, states the view that they work and perform more after the merger of social security system. Finally, in the majority of age groups, it seems that the level of job motivation, in the years of operation of EFKA, is low with the majority of responses ranging from "very low" to "low", which is interpreted that the new public insurance organization, despite the merger of services and the digital modernization of services provided to citizens, does not seem to work motivationally for employees in almost all age groups.
