| heal.abstract | Το εκπαιδευτικό σύστημα διαμορφώνεται από τον τρόπο λειτουργίας του κράτους σε πολιτικό και οικονομικό επίπεδο. Η εκπαιδευτική πολιτική επηρεάζεται από πολιτικούς, οικονομικούς και κοινωνικο-πολιτισμικούς παράγοντες. Σύμφωνα με την υπάρχουσα βιβλιογραφία, η επίδραση των οικονομικών μοντέλων κάθε κυβέρνησης έχει σημαντική επιρροή στον τρόπο διαμόρφωσης των εκπαιδευτικών πολιτικών. Ένα συχνό φαινόμενο σε πολλά σημεία είναι η αποκέντρωση συγκεκριμένων πλευρών της εκπαίδευσης σε θεσμικό πλαίσιο. Τα κύρια πολιτικο-οικονομικά μοντέλα που συναντιούνται στην Ευρώπη και διαμορφώνουν την εκπαιδευτική πολιτική είναι το φιλελεύθερο και το σοσιαλδημοκρατικό (Kumar & Sarangapani, 2004). Τα εκπαιδευτικά ιδρύματα βρίσκονται σε ένα περίπλοκο κοινωνικό και οργανωτικό χώρο όπου διάφοροι εξωτερικοί παράγοντες κατευθύνουν τις διδακτικές και μαθησιακές διαδικασίες. Στην Ελλάδα, η ιστορία της εκπαίδευσης έχει δείξει πως οι εκπαιδευτικές πολιτικές συμβαδίζουν με την ιδεολογική και οικονομική πολιτική που ακολουθεί η εκάστοτε κυβέρνηση. Η εκπαίδευση βρίσκεται στην υπηρεσία του έθνους-κράτους, ενώ διαμορφώνεται από τις εκπαιδευτικές πολιτικές που επιλέγει η κρατική εξουσία (Cooper et al., 2009). Η Ελλάδα ως μελέτη περίπτωσης αποτελεί χαρακτηριστικό παράδειγμα χώρας, όπου η εκπαιδευτική πολιτική διαμορφώνεται σύμφωνα με τις κατευθύνσεις της κυβέρνησης της χώρας. Αυτό συμβαίνει λόγω του συγκεντρωτικού χαρακτήρα του εκπαιδευτικού συστήματος το οποίο διαμορφώνεται από το Υπουργείο παιδείας και δεν αφήνει περιθώρια επιλογών στο εκπαιδευτικό προσωπικό ή την ηγεσία της σχολικής μονάδας. Στην Ελλάδα, το εκπαιδευτικό σύστημα αποτελεί πεδίο όπου ασκείται πολιτική η οποία αντηχεί την πολιτικο-οικονομική ταυτότητα της κυβέρνησης. Σημαντική είναι και η συμβολή της οικονομικής προσέγγισης που ακολουθεί το εκπαιδευτικό σύστημα, διότι συγχέεται καθοριστικά με τη μορφή και την ποιότητα των παρεχόμενων πόρων που προσφέρονται από το κράτος. | el |
| heal.abstract | The educational system is formed by the way the state functions in a political and financial level. The educational policy is affected by political, financial and socio-cultural factors. According to the existing bibliography, the impact of the financial models of every government has a major influence in the way the educational policies are formed. A frequent phenomenon which occurs is the decentralization of specific aspects of education in an institutional frame. The major political-financial models that are found in Europe and shape the educational policy are the liberal and the social-democratic (Kumar & Sarangapani, 2004). The educational institutions are found in a complicated social and organizational setting where many external factors direct the teaching and educational procedures. In Greece, the history of education has shown that the educational policies conform to the ideological and financial policy that is followed by the respective government. Education is in service of the nation-state, as it is shaped by the educational policies selected by the national government (Cooper et al., 2009). Greece as a case study consists a typical example of a country, where the educational policy is formed according to the directions of the country’s government. That happens due to the centralist character of the educational system that is formed by the Ministry of Education and does not leave any room for the choices of the educational staff or the leadership of the school units. In Greece, the educational system consists a field where they practise a policy that echoes the political-financial identity of the government. The contribution of the financial approach that the educational system follows is also important, because it is significantly intermingled with the form and the quality of the available means which are offered by the state. | en |
